How do I clean the heater part of my coffee pot?

I know how to clean the internal part of my coffee pot but not the bottom heater pot. I don’t want to ruin it but it’s old and getting rusty. Any suggestions?

I was given a Bunn coffee maker and it doesn’t let me take the canter out until it is done brewing…is there supposed to be something in the funnel to stop the flow when the canter is removed?
